Interview: All Taliban are moderates, says Mutawakil Taliban era foreign minister Wakil Ahmad Mutawakil has said that flexibility and not rigidity on part of the government and its foreign backers can pave way for negotiations with the dissidents. Mediation could work only when there existed trust between the parties to the conflict. Asked about any possible differences in the ranks of Taliban in case their chief Mullah Mohammad Omar accepts the talks offer and join the government at a stage, Mutawakil said he did not believe any opposition to a respectable settlement.

Referring to the previous five years period since the overthrow of Taliban regime, he said no splinter group or second leader had so far emerged to challenge Omar, which pointed to the fact that they (Taliban) are intact and any respectable settle would be acceptable to all. To a question about direct contacts with Taliban leadership instead of winning over their low ranking officials through the National Reconciliation Commission, Mutawakil again stressed the need for trust and confidence-building in this direction.

He criticized the international partners of the Afghan government for ruling out talks with the senior Taliban leadership and describing them as terrorists. On the other hand, he said, the Taliban were demanding the expulsion of all foreign forces from Afghanistan before any negotiations with the government. Mutawakil said the stances taken by the two sides (Taliban and foreigners) were poles apart and could not bode well for any negotiated settlement of the dispute. Hence, he said, they needed to create trust and then step forward for negotiations. To a question about talks proposal from the government of Italy and Germany with moderate Taliban elements, Mutawakil said all Taliban were moderates.

Taliban had always said that their movement was an Islamic movement and Islam is a moderate religion. Hence all Taliban are moderate, said Mutawakil. If they (the two governments) dubbed Taliban as extremists on the ground that they were involved in fighting, the same thing was being done by the Afghan government, argued the former foreign minister. However, if by moderate, they meant people who were neither fighting war nor verbally opposing the government, then negotiations with such elements would remain futile, Mutawakil pointed. About the existing situation in Afghanistan, he said it was far from satisfactory. Unfortunately, nothing has been done to resolve the dilemma, which is the product of both previous and present policies. Asked about measures to drag the country out of the existing complexities, Mutawakil suggested the end of war as the immediate step. Rain by Design Another measure related with rain is about its falling speed. The minimum altitude of rain clouds is 1,200 meters. When dropped from this height, an object having the same weight and size as a rain drop, would continuously accelerate and fall on the ground with a speed of 558 km/h. Certainly, any object that hits the ground with that speed would cause great damage. If rain happened to fall in the same way, all harvested lands would be destroyed, residential areas, houses, and cars would be damaged, and people would not be able to walk around without taking extra precautions. What is more, these calculations are made just for clouds at a height of 1,200 meters; there are also rain clouds at altitudes of 10,000 meters. A rain drop falling from such a height could normally reach a very destructive speed.


But this is not how it works; no matter from what height they fall, the average speed of rain drops is only 8-10 km/h when they reach the ground. The reason for this is the special form they take. This special form increases the friction effect of the atmosphere and prevents acceleration when the rain drops reach a certain speed "limit". (Today parachutes are designed by using this technique.)


This is not all about the "measures" of rain. For instance, in the atmospheric layers where it starts to rain, the temperature may fall as low as 400 C below zero. Despite this, rain drops never turn into ice particles. (This would certainly mean a fatal threat to the living things on the earth.) The reason is that the water in the atmosphere is pure water. The U.S. government, of course, is supposed to be divesting itself of its nuclear weapons under the provisions of the nuclear Non-Proliferation Treaty (NPT), which it signed in 1968. As recently as the NPT review conference of 2000, the U.S. government joined other signers of the NPT in promising an "unequivocal undertaking by the nuclear-weapon states to accomplish the total elimination of their nuclear arsenals." Furthermore, when the Bush administration ignored these commitments and pressed Congress hard for funding to build new nuclear weapons -- nuclear "bunker busters" and "mini-nukes" -- Congress dug in and rejected them as totally unnecessary. With some 10,000 nuclear weapons in the U.S. arsenal, members of Congress, both Democrats and some Republicans, seemed to feel that enough was enough.

The documentary warns of possible nuclear strikes against countries in the Middle East. The Non-Proliferation Treaty (NPT) has banned the deployment of so many nuclear warheads in Europe. Pointing to remarks made by NATO's Deputy Assistant Secretary General for Weapons of Mass Destruction policy, Guy Roberts, the documentary emphasizes that all sovereign countries have the right to call on the U.S. government to remove all its nuclear weapons from their soil.
