Why has the United States government supported
counterinsurgency in Colombia, Guatemala, El Salvador, and many other places
around the world, at such a loss of human life to the populations of those
nations? Why did it invade tiny Grenada and then Panama? Why did it support
mercenary wars against progressive governments in Nicaragua, Mozambique, Angola,
Ethiopia, Afghanistan, Indonesia, East Timor, Western Sahara, South Yemen, and
elsewhere? Is it because our leaders want to save democracy? Are they concerned
about the well-being of these defenseless peoples? Is our national security
threatened? I shall try to show that the arguments given to justify U.S.
policies are false ones. But this does not mean the policies themselves are
senseless. American intervention may seem "wrongheaded" but, in fact, it is
fairly consistent and horribly successful.
The history of the United States has been one of territorial and economic
expansionism, with the benefits going mostly to the U.S. business class in the
form of growing investments and markets, access to rich natural resources and
cheap labor, and the accumulation of enormous profits. The American people have
had to pay the costs of empire, supporting a huge military establishment with
their taxes, while suffering the loss of jobs, the neglect of domestic services,

The United States will offer Russia new
incentives in a bid to persuade it to drop its opposition to US plans to build
missile defense sites in Poland and the Czech Republic, a US newspaper reported
Saturday. Citing unnamed senior administration and military officials, the
newspaper said the package would include an invitation to begin linking some
Russian and US antimissile systems. The Defense Department and the State
Department declined to comment on the report.
According to another newspaper, the package includes US offers to cooperate on
developing defense technology and to share intelligence about common threats, as
well as to permit Russian officials to inspect the future missile bases.
Administration officials
said the initiatives were proposed at least in part at the urging of European
allies, and reflected an acknowledgment at the highest levels of President
George W. Bush's administration that it had not been agile in dealing with
Russia on the missile defense issue, the newspaper said. The initiatives include
offers that are "deeper, more specific and concrete" than any previous proposal
for cooperation from the administration to the Kremlin, it quotes one senior
official as saying. The initiatives will also include an invitation "toward
fundamental integration of our systems," a senior military officer involved in
the discussions was quoted as saying.
The offers of cooperation will be laid out for Russian officials in the coming
weeks in a series of high-level meetings being scheduled by senior US officials,
including Defense Secretary Robert Gates and Secretary of State Condoleezza
Rice, it said said. If those talks go well, they will continue over the summer
and fall between Bush and Russian President Vladimir Putin, according to the

nation should support the mosque's management. "We don't need the government's
help for the enforcement of an Islamic system because we are capable enough to
do it without its assistance," he added. He said the process of dialogue between
the government and the mosque’s management will remain suspended unless all the
seven demolished mosques in Islamabad were rebuilt by the government. Recently,
the government had provided alternate plots for reconstruction of three mosques.
However, Pakistan Muslim League President Chaudhry Shujaat Hussain, who was
negotiating with the cleric of Lal Masjid on behalf of the government last week,
said in a press statement on Friday that most of the matters about
reconstruction of demolished mosques had been settled. The local administration
of Islamabad has reportedly demolished seven mosques in different places in the
recent past, resulting in confrontation between the management of Lal Masjid and
the government. In protest against the demolition of mosques, girl students of
Madressah Hafsa, a seminary being run by the mosque management, had occupied the
government's children library located next to the Madressah on January 21. After
this, the mosque's management extended its movement in the capital by raiding a
brothel, kidnapping three women and two security officials, threatening video
and CD shop owners who were selling thinks which are against the Islamic
teaching for closing down their businesses, and announcing enforcement of
Shariat. Chaudhry Shujaat said no one could even think about refusal enforcement
of Quran and Sunnah. "We will take more measures for the improvement of the

classic CIA-conspiracy to kill another official "enemy" of the United States?

US Cooperation Offer Russia's
First Deputy Prime Minister has rejected a proposal from the United States to
cooperate on building a missile shield in Europe. Sergei Ivanov has said that no
basis exists for discussion on possible cooperation over the issue. Washington
has tried to ease Russia's fears about its planned missile shield by offering to
share the system's threat warnings. Ivanov, however, held firm to Russia's
criticism of the shield saying: "We cannot understand what Eastern Europe needs
this system for." Washington announced plans in January to extend its
anti-missile shield into Europe by installing interceptors in Poland and a radar
system in the Czech Republic. Ivanov said: Ivanov and US Defense Secretary
Robert Gates may discuss the missile shield during a Moscow meeting next week.
