There is a
"mystery" we must explain: How is it that as corporate investments and foreign
aid and international loans to poor countries have increased dramatically
throughout the world over the last half century, so has poverty? The number of
people living in poverty is growing at a faster rate than the world's
population. What do we make of this?
Over the last half century, U.S.
industries and banks (and other western corporations) have invested heavily in
those poorer regions of Asia, Africa, and Latin America known as the "Third
World." The transnationals are attracted by the rich natural resources, the high
return that comes from low-paid labor, and the nearly complete absence of taxes,
environmental regulations, worker benefits, and occupational safety costs.
The U.S. government has subsidized this flight of capital by granting corporations tax concessions on their overseas investments, and even paying some of their relocation expenses---much to the outrage of labor unions here at home who see their jobs evaporating. The transnationals push out local businesses in the Third World and preempt their markets. American agribusiness cartels, heavily subsidized by U.S. taxpayers, dump surplus products in other countries at below cost and undersell local farmers. As Christopher Cook describes it in his Diet for a Dead Planet, they expropriate the best land in these countries for cash-crop exports, usually monoculture crops requiring large amounts of pesticides, leaving less and less acreage for the hundreds of varieties of organically grown foods that feed the local populations.

Shukoh: The condition of Muslims in Assam is pathetic. Considering the
religious, social, economic and political scenario the Muslims have been
marginalized since the so-called independence from the tyrannical regime of
Britishers. The condition never improved for the local Muslim population. The
discrimination has not only been towards the Muslims but other tribes as well.
The current Muslim population has been undergoing a lot of crisis. The main
problem has been lack of education. The people are ignorant towards Islam and
that's why the Muslims in Assam lack proper orientation towards The Quran and
Sunnah. Although these can be debated at length, but being an Assamese Muslim
and having been lived here for the last 37years, I feel I can see the situation
quite well. We, Muslims of Assam need to improve our conditions by ourselves and
also in co-operation with Muslims from the Islamic World. The people of
knowledge and wisdom should take active part in broadening the sphere of Islam
all over. Practically speaking, the Muslims of Assam have forgotten to call
people towards Islam. There are hardly any Da'ee centers. Insha Allah, I hope
that the situation would improve as a number of youth are growing towards

If the Bush administration is successful in its current efforts to divide Islam by pitting Shi'ites against Sunnis it will revitalize the old colonial tactic of divide and conquer, and maintain the domination of the Middle East by authoritarian elites allied with the U.S. and the international energy industry. Why has the United States government supported
counterinsurgency in Colombia, Guatemala, El Salvador, and many other places
around the world, at such a loss of human life to the populations of those
nations? Why did it invade tiny Grenada and then Panama? Why did it support
mercenary wars against progressive governments in Nicaragua, Mozambique, Angola,
Ethiopia, Afghanistan, Indonesia, East Timor, Western Sahara, South Yemen, and
elsewhere? Is it because our leaders want to save democracy? Are they concerned
about the well-being of these defenseless peoples? Is our national security
threatened? I shall try to show that the arguments given to justify U.S.
policies are false ones. But this does not mean the policies themselves are
senseless. American intervention may seem "wrongheaded" but, in fact, it is
fairly consistent and horribly successful.
The history of the United States has been one of territorial and economic
expansionism, with the benefits going mostly to the U.S. business class in the
form of growing investments and markets, access to rich natural resources and
cheap labor, and the accumulation of enormous profits. The American people have
had to pay the costs of empire, supporting a huge military establishment with
their taxes, while suffering the loss of jobs, the neglect of domestic services,
and the loss of tens of thousands of American lives in overseas military

US to offer
Russia new incentives on missile defense: report
The United States will offer Russia new
incentives in a bid to persuade it to drop its opposition to US plans to build
missile defense sites in Poland and the Czech Republic, a US newspaper reported
Saturday. Citing unnamed senior administration and military officials, the
newspaper said the package would include an invitation to begin linking some
Russian and US antimissile systems. The Defense Department and the State
Department declined to comment on the report.
According to another newspaper, the package includes US offers to cooperate on
developing defense technology and to share intelligence about common threats, as
well as to permit Russian officials to inspect the future missile bases.
Administration officials
said the initiatives were proposed at least in part at the urging of European
allies, and reflected an acknowledgment at the highest levels of President
George W. Bush's administration that it had not been agile in dealing with
Russia on the missile defense issue, the newspaper said. The initiatives include
offers that are "deeper, more specific and concrete" than any previous proposal
for cooperation from the administration to the Kremlin, it quotes one senior
official as saying. The initiatives will also include an invitation "toward
fundamental integration of our systems," a senior military officer involved in
the discussions was quoted as saying.
The offers of cooperation will be laid out for Russian officials in the coming
weeks in a series of high-level meetings being scheduled by senior US officials,
including Defense Secretary Robert Gates and Secretary of State Condoleezza
Rice, it said said. If those talks go well, they will continue over the summer
and fall between Bush and Russian President Vladimir Putin, according to the
report.
Polls open in French presidential vote
Polls opened Sunday in France's hotly contested presidential election that
heralds the transfer of power to a new generation of political leaders.
Right-wing candidate Nicolas Sarkozy and socialist Segolene Royal were
favourites to reach the all-important second round on May 6, according to the
last opinion polls. But the opinion polls also showed millions of voters were
undecided so both centrist candidate Francois Bayrou and far-right veteran
Jean-Marie Le Pen were in with a chance of going through to the all-important
second round on May 6.
Memories are vivid of the last presidential election in 2002, when Le Pen
shocked France and the world by qualifying for round two. Some 44.5 million
registered voters -- an increase of 3.4 million on 2002 -- are choosing a
successor to Jacques Chirac, 74, who steps down next month after leading the

Iran rules out nuclear
suspension ahead of EU talks Iran on Sunday rejected Western
calls for a suspension of its sensitive nuclear activities just days ahead of
crucial talks on its atomic drive with EU foreign policy chief Javier Solana.
"Halting uranium enrichment is definitely deleted from the literature of Iran's
nuclear activities," foreign ministry spokesman Mohammad Ali Hosseini told
reporters. "In our negotiations the halting of this activity has not been on the
table and going back on time is not envisaged," he added. The European Union and
United States want Iran to freeze enrichment as the process can be used both to
make nuclear fuel and atomic weapons. Iran insists its nuclear programme is
solely aimed at generating energy. The comments come ahead of eagerly awaited
talks on Wednesday at a location that has yet to be confirmed between Solana and
Iran's top nuclear negotiator Ali Larijani, in a bid to break the deadlock in
the nuclear standoff.
