A Jew Jonathan Pollard, the American Navy employee who spied for Israel in the mid-nineteen-eighties and is now serving a life sentence, has become a cause celebrity in Israel and among Jewish groups in the United States The documents that Pollard turned over to Israel were not focused exclusively on the product of American intelligence -- its analytical reports and estimates. They also revealed how America was able to learn what it did -- a most sensitive area of intelligence defined as "sources and methods." Pollard gave the Israelis vast amounts of data dealing with specific American intelligence systems and how they worked. For example, he betrayed details of an exotic capability that American satellites have of taking off-axis photographs from high in space. While orbiting the earth in one direction, the satellites could photograph areas that were seemingly far out of range. Israeli nuclear-missile sites and the like, which would normally be shielded from American satellites, would thus be left exposed, and could be photographed. "We monitor the Israelis," one intelligence expert told me, "and there's no doubt the Israelis want to prevent us from being able to surveil their country." The data passed along by Pollard included detailed information on the various platforms -- in the air, on land, and at sea -- used by military components of the National Security Agency to intercept Israeli military, commercial, and diplomatic communications.

At the time of Pollard's spying, select groups of American sailors and soldiers trained in Hebrew were stationed at an N.S.A. listening post near Harrogate, England, and at a specially constructed facility inside the American Embassy in Tel Aviv, where they intercepted and translated Israeli signals. Other interceptions came from an unmanned N.S.A. listening post in Cyprus. Pollard's handing over of the data had a clear impact, the expert told me, for "we could see the whole process" -- of intelligence collection -- "slowing down." It also hindered the United States' ability to recruit foreign agents. Another senior official commented, with bitterness, "The level of penetration would convince any self-respecting human source to look for other kinds of work."

A number of officials strongly suspect that the Israelis repackaged much of Pollard's material and provided it to the Soviet Union in exchange for continued Soviet permission for Jews to emigrate to Israel. Other officials go further, and say there was reason to believe that secret information was exchanged for Jews working in highly sensitive positions in the Soviet Union. A significant percentage of Pollard's documents, including some that described the techniques the American Navy used to track Soviet submarines around the world, was of practical importance only to the Soviet Union. One longtime C.I.A. officer who worked as a station chief in the Middle East said he understood that "certain elements in the Israeli military had used it" -- Pollard's material -- "to trade for people they wanted to get out," including Jewish scientists working in missile technology and on nuclear issues. Pollard's spying came at a time when the Israeli government was publicly committed to the free flow of Jewish emigres from the Soviet Union. The officials stressed the fact that they had no hard evidence -- no "smoking gun," in the form of a document from an Israeli or a Soviet archive -- to demonstrate the link between Pollard, Israel, and the Soviet Union, but they also said that the documents that Pollard had been directed by his Israeli handlers to betray led them to no other conclusion.

High-level suspicions about Israeli-Soviet collusion were expressed as early as December, 1985, a month after Pollard's arrest, when William J. Casey, the late C.I.A. director, who was known for his close ties to the Israeli leadership, stunned one of his station chiefs by suddenly complaining about the Israelis breaking the "ground rules." The issue arose when Casey urged increased monitoring of the Israelis during an otherwise routine visit, I was told by the station chief, who is now retired. "He asked if I knew anything about the Pollard case," the station chief recalled, and he said that Casey had added, "For your information, the Israelis used Pollard to obtain our attack plan against the U.S.S.R. all of it. The coordinates, the firing locations, the sequences. And for guess who? The Soviets." (boldface mine - Ronin) Casey had then explained that the Israelis had traded the Pollard data for Soviet emigres. "How's that for cheating?" he had asked.

In subsequent interviews, former C.I.A. colleagues of Casey's were unable to advance his categorical assertion significantly. Duane Clarridge, then in charge of clandestine operations in Europe, recalled that the C.I.A. director had told him that the Pollard material "goes beyond just the receipt in Israel of this stuff." But Casey, who had many close ties to the Israeli intelligence community, hadn't told Clarridge how he knew what he knew. Robert Gates, who became deputy C.I.A. director in April, 1986, told me that Casey had never indicated to him that he had specific information about the Pollard material arriving in Moscow. "The notion that the Russians may have gotten some of the stuff has always been a viewpoint," Gates said, but not through the bartering of emigres. "The only view I heard expressed was that it was through intelligence operations" -- the K.G.B.

A senior intelligence official whose agency was involved in preparing the report for the White House told me, somewhat facetiously, that he would drop all objections to Pollard's immediate release if the Israeli government would answer two questions: "First, give us a list of what you've got, and, second, tell us what you did with it." Such answers are unlikely to be forthcoming. The Israeli government has acknowledged that Pollard was indeed spying on its behalf but has refused -- despite constant entreaties -- to provide the United States with a complete list of the documents that were turned over to it.

UN launches appeal for WWII-era Palestinian refugee camp The UN agency for Palestinian refugees on Tuesday launched an appeal for 26 million dollars to rebuild the World War II-era barracks in northern Syria where 18,000 people live in dire conditions. Poverty gap in US has widened under Bush The number of Americans living in severe poverty has expanded dramatically under the Bush administration, with nearly 16 million people now living on an individual income of less than $5,000 (£2,500) a year or a family income of less than $10,000, according to an analysis of 2005 official census data. The analysis, by the McClatchy group of newspapers, showed that the number of people living in extreme poverty had grown by 26 per cent since 2000. Poverty as a whole has worsened, too, but the number of severe poor is growing 56 per cent faster than the overall segment of the population characterised as poor - about 37 million people in all according to the census data. That represents more than 10 per cent of the US population, which recently surpassed the 300 million mark.

How Long Can The U.S. Count On Foreign Funding? In a speech in 2004, then Federal Reserve Chairman Alan Greenspan said: "It is difficult to imagine that we can continue indefinitely to borrow savings from abroad at a rate equivalent to 5% of U.S. gross domestic product." Well, by the third quarter of 2006, the U.S. was dependent on foreign lending to the tune of more than $860 billion, or about 6.5% of gdp, and the need for foreign money will most likely hang above 6% through 2007. The big question: Can the U.S. continue to count on this massive amount of foreign capital to fund its overseas obligations and finance its economic growth?

The rapid deterioration could not come at a worse time for British bank HSBC, which has set aside $10.5bn (£5.4bn) to cover bad loans in the US. The cost of insuring against default on these loans has rocketed in recent weeks, from 50 basis points over Libor to 1,200, raising fears that a credit crunch could spread to the rest of the property market.

US General: Military Capability Eroding According to a new report to Congress, strained by the demands of wars in Iraq and Afghanistan, there is a significant risk that the US military won't be able to quickly and fully respond to yet another crisis. The assessment, done by the nation's top military officer, General Peter Pace, chairman of the Joint Chiefs of Staff, represents a worsening from a year ago, when that risk was rated as moderate. The report is classified, but on Monday senior US defense officials, speaking on condition on anonymity, confirmed the decline in overall military readiness. And a report that accompanied Pace's review concluded that while the Pentagon is working to improve its war fighting abilities, it "may take several years to reduce risk to acceptable levels." Pace's report comes as the US is increasing its forces in Iraq and top military officials have consistently acknowledged that the repeated and lengthy deployments are straining the Army, Marine Corps and reserve forces and taking a heavy toll on critical war fighting equipment. The latest review by Pace covers the military's status during 2006, but the readiness level has seesawed back and forth during the Iraq war.

A record number of Americans disapprove of the war. Fifty-six percent would like to see an eventual withdrawal of US forces even if civil order has not been restored in Iraq. Fifty-three percent support setting a date for withdrawing US forces from Iraq, up from 47 percent last summer and 39 percent in late 2005. Sixty-four percent of Americans now say the war in Iraq was not worth fighting. That figure is a new high and up 6 points from last month. According to the poll, two-thirds of Americans oppose President George W. Bush's plan to send an additional 21,500 troops to Iraq. At the time 60 percent of Americans trusted the Democrats over Bush to handle the war.

"Suspending uranium enrichment is an illegal and illegitimate demand ... and it will never happen," Iranian Foreign Minister Manouchehr Mottaki was quoted by the official news agency as saying. Another agency said he backed atomic talks but without preconditions. Chinese Foreign Ministry spokesman Qin Gang in Beijing said diplomacy was the key to ending the dispute. "We advocate a solution through diplomatic means and peaceful negotiation," he told newsmen. Officials from the five permanent U.N. Security Council members -- the United States, France, Russia, China and Britain -- plus Germany, who met in London on Monday, also said they were committed to a negotiated resolution to the standoff.

US, Italy Ambassadors Hurt in Sri Lanka The US and Italian ambassadors to Sri Lanka were "injured" when their helicopters were targeted by mortars fired by suspected Tamil Tigers in the east on Tuesday. Sri Lankan government minister Mahinda Samarasinghe, who accompanied them said: The helicopters used by US Ambassador Robert Blake and his Italian counterpart Pio Mariani had just landed in Batticaloa when several mortars landed close to the aircraft. Samarasinghe said: "Both the ambassadors have suffered slight injuries." Mariani needed medical care and was taken to the area's main hospital for treatment. The nature of his injuries was not immediately known. The Sri Lankan Defense Ministry blamed the attack on separatist Tamil Tiger rebels. The two ambassadors, accompanied by their staff and Sri Lankan officials, had traveled Tuesday morning to Batticaloa aboard two helicopters to attend a meeting about the development of the area, a hotbed of separatist violence.
