While the U.S. has less than 5 percent of the world's population, it now has 25 percent of the world's prisoners. The U.S. incarceration rate stands at 737 per 100,000, over five times higher than Great Britain and over twelve times higher than Norway. The statistics for minority populations are even more shocking. For Latinos, the imprisonment rate is twice the national average. For Blacks it is four times the national average, with over one million African-American men in prison or jail. In 2002, 10.4 percent of all Black males between the ages of 25 and 29 were imprisoned, and the numbers have not improved since then.

China considers Taiwan a part of its territory to be reunified by force if necessary. A leaked copy of the proposed hydrocarbon law appeared on the Internet last week at the same time that it was introduced to the Iraqi Council of Ministers. The law is expected to go to the Iraqi Council of Representatives within weeks. Yet the Internet version was the first look that most members of Iraq's parliament had of the new law.

If I could only present these questions to my dear professor of many years ago; if he is still alive, I wonder what his answer would be. Would he contend that our system of checks and balances and the foresightedness of the founding fathers would eventually prevail over the corruption of the ruling elites and big businesses? Or would he finally admit that a nation that compromises on its freedom under false pretexts is a nation that is destined to lose its own democracy, once the greatest on earth?

US post-Iraq invasion policies 'incompetent': US diplomat The US policy in Iraq following the 2003 invasion was "incompetent, foolish, dubious," the new US coordinator for Iraq's economic development said Wednesday. Ambassador Timothy Carney told a radio that the US policy to exclude Iraqis from governing the country in the two years following the invasion was "an enormous foolishness" which contributed to the deterioration of security and lengthened the conflict in the country. "We don't need to go into detail on that, but I think words such as incompetent, foolish, dubious in all of its aspects are the most charitable way to look at that period," he said. Carney went to Iraq shortly after the March 2003 invasion to manage the country's industry and minerals ministry, but quit after two months and became an outspoken critic of US occupation policy.

"The major failing of policy and operations in 2003 was the failure to invite Iraqis into our councils. We actually thought we could govern this country," he said. "It was enormously costly in terms of time, and consequently in terms of our and Iraqi blood and the blood of many of our allies. What an enormous foolishness that was." Carney, recently named by the White House to return to oversee rebuilding of the country, said he was appalled by the deterioration in the security situation since he was first there.

 

US Mujahideen suspect Padilla ruled fit to stand trial A US judge ruled Wednesday that US terror suspect Jose Padilla was fit to stand trial, rejecting defense arguments that he was too traumatized by his treatment at a military prison to be tried. "He is competent to stand trial," federal Judge Marcia Cooke said in her ruling, following a competency hearing in Miami. "Determining he is suffering from a mental defect does not render him incompetent," the judge said. The defense team had argued that Padilla's treatment during the three and a half years he spent in a naval prison had left him so traumatized he is unable to assist his lawyers. Padilla, a former Chicago gang member who converted to Islam, has pleaded not guilty to charges that he aided the Al-Qaeda Mujahideen network. Padilla's lawyers claim their client was tortured during his 2002-2005 imprisonment in the naval brig, and that his treatment traumatized him so much that he was could not assist in his own defense.

 

U.S. Blasted for Treatment of Detainees The U.N. human rights chief expressed concern Wednesday at recent U.S. legislative and judicial actions that she said leave hundreds of detainees without any way to challenge their indefinite imprisonment. According to news sources, Louise Arbour referred to the Military Commissions Act approved by Congress last year and last month's federal appeals court ruling that Guantanamo Bay detainees cannot use the U.S. court system to challenge their detention. The case is likely to go to the Supreme Court. Arbour was critical of the ruling, calling on the judicial system to "rise to its long-standing reputation as a so-called guardian of fundamental human rights and civil liberties and provide the protection to all that are under the authority, control, and therefore in my view jurisdiction of the United States."
