US has no case for redefining torture: study Psychological torture, including some of the techniques reportedly used on Guantanamo Bay detainees, appears to inflict the same kind of long-term mental damage as physical abuse, a study released Monday said. Researchers who evaluated the mental health of soldiers and civilians tortured during the 1990s Balkan wars found that victims of psychological abuse were just as likely to suffer from post-traumatic stress disorder (PTSD) and depression as victims of classic physical torture methods. The researchers wrote in the journal of the Archives of General Psychiatry that the torture victims rated some techniques such as stress positions, isolation, sleep deprivation and blindfolding as distressing as most physical torture methods.
Lawmakers Lash out at US Intelligence US lawmakers on Sunday criticized the state of US intelligence capability after the government said it was uncertain about allegations concerning North Korea's nuclear program. Republican Representative Peter Hoekstra said lawmakers in Congress are hard-pressed to make policy with intelligence reports that sometimes turn out to be seriously flawed. Hoekstra said: "We still don't have the intelligence community overall to give us, as policymakers, the information that we need to make good decisions in North Korea, Iran and other places." an improved engine and other sub-systems developed by the Defence
Research and Development Organisation (DRDO) to test out their
parameters, the sources added. Lakshya is a subsonic, reusable aerial

years, the United States has been on an imprisonment binge
unprecedented in world history. In 1980, the total number of people
incarcerated in the U.S. was 500,000. Today the number stands at 2.2
million, with a further 4.8 million on probation or parole. The total
U.S. prison budget increased from $9 billion in 1980 to $61 billion by
2003.
While the U.S. has less than 5 percent of the world's population, it
now has 25 percent of the world's prisoners. In other words, the
country that often proclaims itself the freest in the world, imprisons
its population at a rate over six times higher than the rest of the
planet. The U.S. incarceration rate stands at 737 per 100,000, over
five times higher than Great Britain and over twelve times higher than
Norway. The statistics for minority populations are even more
shocking. For Latinos, the imprisonment rate is twice the national
average. For Blacks it is four times the national average, with over
one million African-American men in prison or jail. In 2002, 10.4
percent of all Black males between the ages of 25 and 29 were
imprisoned, and the numbers have not improved since then.
US court upholds dismissal of a lawsuit against CIA torture A U.S. appeals court has uphold the dismissal of a lawsuit against former CIA Director George Tenet and 10 CIA employees by a German who says he was kidnapped and tortured by the U.S. spy agency about three years ago. A unanimous three-judge panel of the appeals court based in Richmond, Virginia, agreed with U.S. government arguments that moving forward with the lawsuit by Khaled el-Masri, a German of Lebanese origin, would pose a risk of exposing state secrets. "This is going to be an incremental resolution," said State Department spokesman Sean McCormack. "It will be proportionate to the response that the Iranians have given the international community to this point," he told reporters as diplomats from the big five UN Security Council states plus Germany pursued talks on the new resolution. McCormack would not go into detail on the new sanctions being considered in light of Iran's refusal to comply with the December resolution demanding it suspend a uranium enrichment program that can also be used to develop nuclear weapons. But a senior US official said the resolution would not include significant new punitive measures but would rather extend targeted measures against firms and individuals involved with Iran's nuclear and ballistic missile programs. "We are talking about the issues of travel bans and asset freezes," the official said.

was defensive, and not aggressive enough. And it left the door open
for more personnel changes, as investigations continue and Congress
prepares for hearings next week. Harvey's departure was the most
dramatic move during two weeks of furor over the treatment of soldiers
at one of the military's highest-profile and busiest medical
facilities. Gates said Harvey had resigned, but senior defense
officials, speaking on condition of anonymity, said Gates had
privately demanded that Harvey leave.
