investigate whether Canada's two most senior military officials committed war
crimes by allowing the transfers to take place and by not stopping them when
credible reports of torture surfaced.

climate change The world's leading climate change experts
gathered today (Monday) in Bangkok to consider how to lower greenhouse gas
emissions to save the planet from the worst effects of global warming. At
least 400 experts from about 120 countries will attend the third session of
the Intergovernmental Panel on Climate Change (IPCC), the UN's leading
authority on global warming. Two reports issued earlier this year said the
Earth was already warming and predicted severe consequences including drought,
flooding, violent storms and increased hunger and disease. The third report --
the last instalment of the IPCC's biggest investigation in six years -- will
lay out ways to reduce greenhouse gas emissions and prevent a climate
catastrophe without seriously impacting on the global economy.
An early draft seen says that world leaders have little time to waste, but
that the tools for reducing emissions already exist, with renewable energy,
nuclear power, bio-fuels and reforestation all in the basket. But as wary
governments lock horns on key issues, much of the draft will end up on the
cutting room floor. "It's likely to be completely rewritten," said Michael
Williams, spokesman for the United Nations Environment Programme.
"It's quite natural that (when) you have 120 people looking at a text that
other people have written, they are going to go through it and try and put it
into their own language," he added. Sticking points at the Bangkok meeting
could include taxes and caps on carbon dioxide (CO2) emissions and any
references to the Kyoto Protocol, which US President George W. Bush abandoned
after he took office. Experts predict that the European Union -- which has
pledged to reduce its CO2 emissions by 20 percent by 2020 -- could face off
against the United States and China, the world's biggest carbon polluters.

drought meant two of Australia's largest cities, Brisbane and Adelaide -- home
to a combined total of almost three million people -- would run out of water
by the year's end unless the so-called "Big Dry" ended. "We could see a
catastrophic situation developing here by the end of the year. It's become a
huge issue," Flannery said.
"Even a year ago this would have been unthinkable. I think it's the most
extreme and the most dangerous situation arising from climate change facing
any country in the world right now. "We have a situation where, if there are
no flows in the Murray-Darling (river system), Adelaide, a city of one million
people, has only 40 days' worth of water left in storage. "If we don't get any
rain this year Adelaide and Brisbane may be facing diabolical problems." The
drought, which has lasted a decade in parts of the country, has slowed
Australia's overall economic growth by an estimated 0.75 percent as crops have
fallen 62 percent. The impact on rural communities has been devastating. Many
farmers have been forced off the land and counseling services have reported

There is a
"mystery" we must explain: How is it that as corporate investments and foreign
aid and international loans to poor countries have increased dramatically
throughout the world over the last half century, so has poverty? The number of
people living in poverty is growing at a faster rate than the world's
population. What do we make of this?
Over the last half century, U.S.
industries and banks (and other western corporations) have invested heavily in
those poorer regions of Asia, Africa, and Latin America known as the "Third
World." The transnationals are attracted by the rich natural resources, the high
return that comes from low-paid labor, and the nearly complete absence of taxes,
environmental regulations, worker benefits, and occupational safety costs.
The U.S. government has subsidized this flight of capital by granting corporations tax concessions on their overseas investments, and even paying some of their relocation expenses---much to the outrage of labor unions here at home who see their jobs evaporating. The transnationals push out local businesses in the Third World and preempt their markets. American agribusiness cartels, heavily subsidized by U.S. taxpayers, dump surplus products in other countries at below cost and undersell local farmers. As Christopher Cook describes it in his Diet for a Dead Planet, they expropriate the best land in these countries for cash-crop exports, usually monoculture crops requiring large amounts of pesticides, leaving less and less acreage for the hundreds of varieties of organically grown foods that feed the local populations.

problem has been lack of education. The people are ignorant towards Islam and
that's why the Muslims in Assam lack proper orientation towards The Quran and
Sunnah. Although these can be debated at length, but being an Assamese Muslim
and having been lived here for the last 37years, I feel I can see the situation
quite well. We, Muslims of Assam need to improve our conditions by ourselves and
also in co-operation with Muslims from the Islamic World. The people of
knowledge and wisdom should take active part in broadening the sphere of Islam
all over. Practically speaking, the Muslims of Assam have forgotten to call
people towards Islam. There are hardly any Da'ee centers. Insha Allah, I hope
that the situation would improve as a number of youth are growing towards
understanding the Deen.

The Shi'ite-dominated government in Iraq is generally excluded because of its alliance with the current occupation forces led by the United States and Britain.

NASA launches satellite to study
mysterious clouds A rocket carrying a NASA spacecraft was
launched Wednesday on a first-ever mission to study mysterious clouds that float
50 miles (80 kilometers) above Earth. The noctilucent clouds, which cluster
around the polar regions and can only been seen at night, have appeared more
often and grown brighter in recent years. Scientists are puzzled by the changes,
but some suggest they may be due to global climate change. The spacecraft, which
will spend two years studying the ice clouds, will try to answer basic questions
including why the clouds form and whether human-caused global warming is
responsible for the changes.
